Request for Proposals: Banking Services RFP

The City of Dinuba (the “City”) is seeking proposals from qualified public depositories (a state or national bank located in this state, as defined by Section 53635.2 of the California Government Code) to provide a variety of commercial banking services. Proposers must have a current Community Reinvestment Act (CRA) rating of not less than “Satisfactory” and must comply with all applicable federal, state, and local laws and regulations, including but not limited to California Government Code Sections 53601 and 53635–53649, NACHA Operating Rules, PCI DSS standards, FFIEC cybersecurity guidance, and California data privacy laws
(CCPA/CPRA).
The City intends to select one or more financial institutions to provide these banking services. Firms may propose to provide one or more of the service groups below. A description of the required services is included in Section III.

1. References

Question:

Do we need to provide references since we already have an existing banking relationship?

Response:

No. References are not required from institutions with which we currently maintain a banking relationship.

2. Controlled Disbursement Account

Question:

What do you hope to gain or improve by using a controlled disbursement account?

Response:

We seek to maintain the existing level of service currently associated with our controlled disbursement account.

3. Pro Forma Information

Question:

Should we use the figures provided in the RFP to prepare the pro forma analysis, or should we use actual account data from our existing relationship?

Response:

Please use the figures provided in the RFP for the pro forma analysis. If possible, we would also appreciate receiving an analysis based on actual historical account data.

4. Analysis Statements

Question:

Would you like a sample analysis statement, or should we provide one of your recent analysis statements?

Response:

Please provide one of our recent analysis statements.

5. Merchant Card Processing

Question:

We did not see information regarding merchant card processing as referenced on page 3. Was this omitted intentionally?

Response:

Yes. Merchant card processing services are not included in the scope of this RFP. All references to merchant card services were intentionally removed.
