American Rescue Plan (ARPA)

The American Rescue Plan Act (commonly referred to as ARPA or ARP) is the $1.9 trillion act signed into law on March 11, 2021, by the President.

The Act contained direct relief to citizens including the $1,400 stimulus checks and $350 billion for eligible state, local, territorial, and tribal governments to mitigate the fiscal effects stemming from the public health emergency with respect to the Coronavirus Disease (COVID-19). The City of Dinuba will receive $5,851,592 million in funding in two payments.  The first, totaling $2,925,796 million, was received in June 2021, and the second is expected in June 2022.  Funds are available through December 31, 2024.   

Eligible Uses of the Funds

The Act provided for broad usage of the funds within four separate categories as follows:

  • To respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) or its negative economic impacts which includes assistance to households, small businesses, and nonprofits or aid to impacted industries such as tourism, travel, and hospitality.
  • To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers that are performing such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work.
  • For the provision of government services to the extent of the reduction in revenue of the City due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year (October 1, 2018, through September 30, 2019) of the City prior to the emergency.
  • To make necessary investments in water, sewer, or broadband infrastructure.

City of Dinuba Priorities

 The City of Dinuba, Dinuba City Council and City staff, are currently assessing all potential uses of the American Rescue Plan Act (ARPA) funding. These uses and potential projects will be discussed in a future City Council workshop.
