The City of Dinuba was granted a Community Development Block Grant in 2014 to help revitalize the eastern part of the City. The funding is being utilized to make the East El Monte Way Economic Vitality Sustainability Plan. The sustainability plan has two parts: Retail Trade Area Demographic Profile, and the Land Use Strategic Plan. A draft Plan has been completed and is being presented to the City Council for final review. (Attachment 'A') The plan focuses on land uses, circulation, economic incentives, and other strategies to revitalize the Mercantile Row Shopping center within an approximately 170-acre area along the East El Monte Commercial Corridor. Seven (7) goals are identified in the plan, along with objectives for each.
